Development of E-Declaration of Goods
The technology of e-declaration of goods had been developed in the Member States of the Customs Union even before the adoption of the Customs Code of the Customs Union:
- in the Republic of Belarus – as part of the State Program of Informatization of the Republic of Belarus for 2003-2005 and in the long term up to 2010 titled “Electronic Belarus”, as adopted by Resolution No. 1819 of the Council of Ministers of the Republic of Belarus dated December 27, 2002;
- in the Russian Federation – as an integral part of activities specified in the Federal Target Program titled “Electronic Russia (for 2002-2010)”, as approved by Resolution No. 65 of the Government of the Russian Federation dated January 28, 2002.
In order to maintain the operation and development of the Customs Union and Common Economic Space and facilitate the integration processes in the area of customs administration, the Eurasian Economic Commission pays special attention to harmonization and unification of the rules of e-declaration of goods, applicable in the Member States of the Customs Union.
The Customs Code of the Customs Union defines the fundamental principles of the use of information systems and information technology by customs authorities and, at the same time, of information exchange based on electronic means of communication.
