Elena Vladimirovna Danilova was born on May 25, 1963. She graduated from the Faculty of Economics and completed post-graduate studies at the Lomonosov Moscow State University. She is PhD in Economics. She is fluent in English, French and Polish and speaks German and Spanish.

Since 1991, she has worked in the system of the Ministry of Foreign Economic Relations and in the State Committee of the Russian Federation on Antimonopoly Policy. From 2002 to 2020, she held senior management positions in the Ministry of Economic Development of the Russian Federation. She was responsible for trade policy issues, Russia's accession to the WTO, drafting strategic documents in the sphere of foreign economic activity, developing the system of trade representative offices of the Russian Federation abroad, bilateral cooperation with foreign countries and the EU, interaction with international organizations and developing the Eurasian integration.

In January 2020, she joined the Eurasian Economic Commission. Prior to being appointed Deputy Director of the Integration Development Department, she held the position of Adviser to the Minister in charge of Integration and Macroeconomics.

She has state and government awards of the Russian Federation and the French Republic.​
