Anti-dumping measure against railway wheels from Ukraine resumed; EEC monitors market situation

Repeated anti-dumping investigation has been completed in relation to wrought steel wheels from Ukraine, which examined the attitudes of consumers and manufactures of products in the Eurasian Economic Union.

At the end of the investigation, it has been established that the deficit of goods that led to suspending the anti-dumping measure was temporary. In the second half of 2019 and the first quarter of 2020, the problem with supplies from the EAEU manufacturers was resolved by increasing the capacity of Russian manufacturers and entering the market in the Republic of Kazakhstan. Furthermore, in addition to imports from Ukraine, the demand started to be met by supplies from the PRC. 

Nowadays, the product cost situation has been stabilized; some prerequisites have appeared for a surplus of wheels in the market and a decrease in prices in 2020-2021.

Therefore, the Eurasian Economic Commission has no grounds for further suspension of the anti-dumping measure and the duty on wheels from Ukraine has been renewed until the end of the five-year period - January 21, 2021. At the same time, the Commission closely monitors the situation and is ready to promptly return to the issue if negative trends are detected.​
