The Prime Ministers of the Eurasian Economic Union countries have agreed on systematic approaches to introducing marking of goods regardless of the product and the level of marking - for the entire Union, several States or at a State level.
 

The EIC Disposition "On implementing the Agreement on marking of goods by identification means in the EAEU dated February 2, 2018 and further development of the system for goods marking with identification means in the EAEU".

The document has set a deadline for the Member States to submit notifications of their intention to introduce marking within their territories - no later than nine months before the ban on sales of unmarked products. Furthermore, the Council of the Eurasian Economic Commission was instructed to approve the basic organizational and technological model of the marking system to be applied to new groups of marked goods in the future. Therefore, it will be possible to prevent the emergence of barriers in the Union market related to various standards of national marking systems.

The EIC's disposition also draws attention of the Member States to the need to avoid excessive burden on business involving other control systems, except for marking. For this purpose, it is proposed to optimize the requirements of relevant mechanisms at the national level.

During the meeting of the Intergovernmental Council, the parties have discussed the proposal of the Russian Federation to introduce marking of dairy products and agreed to continue working within the procedures established by the Agreement on marking of goods by identification means.

The Agreement on marking of goods, which entered into force in March 2019, is a framework document defining basic rules for introducing single marking for an agreed commodity group in the Union territory.

However, a number of regulatory legal acts in the field of marking have already been adopted in the Union. They include Decision of the Council of the Commission establishing the requirements and procedures for introducing marking in respect of fur clothes (Decision No. 70 dated November 23, 2015, Decision No. 86 dated December 2, 2015); Decision of the Council of the Commission No. 72 dated August 8, 2019 "On introducing marking of footwear products by means of identification"; Decision of the  Council of the Commission on introducing marking in respect to perfumes and toilet water, new tires, certain light industry products as well as cameras and flashes (Decisions of the Council of the Commission No. 127, 128, 129 and 130 dated November 18, 2019).​
