According to the decision of the Eurasian Intergovernmental Council, no physical marks should be additionally put on paper starting from March 1, 2021, when performing customs operations in electronic form.

"Customers" of placing marks on paper documents by customs authorities when performing customs operations in electronic form are not customs, but other controlling bodies or participants of foreign economic activities. The reasons for this are persisting requirements in national acts and the lack in some cases of electronic interaction between state authorities and foreign trade operators.

The decision adopted by the Intergovernmental Council intensifies the work on transferring national regulations in various areas to the information format.

Exceptions will be cases where the customs authority issues a permit for departing goods from the Union’s customs territory, makes an amendment, removes, destructs or replaces identification means as well as customs operations related to compliance with the route for transporting goods established in respect of those placed under the customs procedure of customs transit. Furthermore, this applies to cases when it is impossible to ensure performance of customs operations in electronic form due to technical failures as well as cases when the customs authority receives a reasoned request made by a person to place the customs authority marks on paper.

The EIC has also decided to amend the legislation of the Union countries by December 1, 2020, according to which documents will be provided on paper with the marks of customs authorities when customs operations were performed in electronic form.
