The Eurasian Intergovernmental Council has adopted a disposition required for the EAEU States’ manufacturers to determine the country of goods origin in public procurement.

The Disposition was adopted in view of appeals submitted by state authorities and business entities of Belarus and Kazakhstan regarding Resolution of the Government of the Russian Federation No. 616 dated April 30 this year, according to which the EAEU State's supplier can participate in procurement in Russia only when its product is included in the register of the Eurasian industrial products.

In turn, goods originating from the EAEU countries can be included in this register only if they meet the industrial product requirements established by another Resolution No. 719 of the Government of the Russian Federation dated July 17, 2015.

Consequently, in order to ensure access of industrial products from the EAEU countries to the Russian public procurement, the Decree adopted by the Eurasian Intergovernmental Council requires the Government of Russia to ensure including the Members States in the Eurasian Register of Products based on expert examination reports issued by the Chamber of Commerce of the Union countries considering the equivalence between the concepts of "Russian product" and "process operation performed in the territory of the Russian Federation" as well as concepts of "goods originating from the Eurasian Economic Union member States" and "process operation performed in the territory of the Eurasian Economic Union Member State". This mechanism is proposed to be used until December 31, 2020.

Simultaneously, the Commission was instructed to elaborate and adopt before year-end the Rules for maintaining the Register of the Eurasian Industrial Products and the Procedure for confirming the country of goods origin in the territory of the Eurasian Economic Union for the purposes of public (municipal) procurement.

The Commission considers the possibility of regulating relevant procedures involving a wide range of interested persons both from national governments and the business community.​
