The meeting of the Eurasian Economic Commission's Advisory Committee on State (Municipal) Procurement decided to create under this Committee a working group on determining the country of origin of goods within the Eurasian Economic Union.

Its main task will be to develop the Rules for Maintaining the Register of Eurasian Industrial Products and the Procedure for Confirming the Country of Origin of Goods within the EAEU for State Procurement Purposes. The Eurasian Intergovernmental Council's meeting held on July 17 in Minsk instructed the Commission to develop and approve these documents by this year-end.

The composition of the working group and the schedule of its meetings were preliminarily approved by Serik Zhumangarin, Member of the Board - EEC Minister in charge of Competition and Antitrust Regulation. The group's composition will be expanded with due regard to proposals received from interested persons.

The work will be performed by four industry-specific subgroups formed on the basis of commodity items contemplated by Resolutions Nos. 616 and 719 of the Government of the Russian Federation.

The first subgroup will consider products of machine tool building, power engineering, electro-technical, cable, and shipbuilding industries; the second – automotive industry and railway engineering; the third – special mechanical engineering; and the fourth – furniture, wood processing, and light industries, compressor and refrigeration equipment, as well as chemical and petrochemical oil & gas products.

It is proposed to use CN FEA EAEU codes as the basis for identifying goods.
