По оперативным данным объем внешней торговли товарами государств – членов Таможенного союза за январь-июнь 2012 г. составил 459,6 млрд. долларов США, в том числе экспорт – 302,9 млрд. долларов США, импорт – 156,7 млрд. долларов США. Стоимостной объем экспорта по сравнению с январем-июнем 2011 г. в текущих ценах увеличился на 9,7%, или на 26,9 млрд. долларов США, импорта – на 4,8%, или на 7,2 млрд. долларов США.

During the meeting of the Supreme Eurasian Economic Council (SEEC), held on December 6 in Saint Petersburg (Russia), a number of important decisions were adopted in the areas of integration, industrial cooperation, and energy.
The event was attended by the Prime Minister of the Republic of Armenia Nikol Pashinyan, President of the Republic of Belarus Alexander Lukashenko, President of the Republic of Kazakhstan Nursultan Nazarbayev, President of the Kyrgyz Republic Sooronbay Jeenbekov, President of the Russian Federation Vladimir Putin, and Chairman of the Board of the Eurasian Economic Commission (EEC) Tigran Sargsyan. The meeting was also attended by the President of the Republic of Moldova Igor Dodon.

The EEC proposes to protect competition in the EAEU markets by proactive methods

The Eurasian Economic Commission (EEC) proposes to be proactive in the competition protection in the markets of the Eurasian Economic Union (EAEU). Marat Kussainov, the Member of the Board (Minister) in charge of Competition and Antitrust regulation of the EEC, announced this at the extended meeting of the Collegium of the Federal Antimonopoly Service as part of the annual international event “Competition Week in Russia”. “We are already working on such institutions, and in the near future, we plan to submit the proposal about them for consideration by the authorized bodies of the countries of the Union,” the EEC Minister pointed out.

The White Paper on competition on the transboundary markets of the Eurasian Economic Union (EAEU) was presented on September 6 by the specialists of the Eurasian Economic Commission (EEC) Competition and Antitrust Regulatory Unit within the offsite meeting of the public reception office in Bishkek (the Kyrgyz Republic). This publication is a reference book for the business community working on the EAEU’s transboundary markets. The publication in an accessible form explains the legal basis for the protection of competition on the Union’s single markets, the procedure and basis for filing a complaint with the Commission in case of violation of business rights as a result of anticompetitive actions of partners.

The issues of customs regulation, competition and functioning of internal markets of the Eurasian Economic Union (EAEU) were considered at the meeting of the Eurasian Economic Commission’s (EEC) Board. The EEC notes the readiness of the Kyrgyz Republic to eliminate a barrier in mutual trade, the case of signs of unfair competition has been discontinued, the overhead crane has been classified, and the Regulation on the Certifying Center of the Commission has been approved.​

A visiting session of the Public Reception Office on the Competition and Antitrust Regulation block of the Eurasian Economic Commission (EEC) was held in Astana (the Republic of Kazakhstan) on June 11. As it was emphasized by Marat Kussainov, Member of the EEC Board (Minister) in charge of Competition and Antitrust Regulation, strengthening business community engagement in terms of protecting competition in transboundary markets of the Eurasian Economic Union (EAEU) is one of the key objectives of the Commission, and the Public Reception Office format provides the business with the possibility to directly specify one’s problems by holding an open dialogue with the EEC representatives.​

On May 28, the first offsite session of the Public Reception Office of the Competition and Antimonopoly Regulation Unit of the Eurasian Economic Commission (EEC) was held in Minsk. According to Marat Khusainov, Member of the Board – Minister in charge of Competition and Anti-Monopoly Regulation of the EEC, a new format for interaction with the business community was created to effectively explain the rights and responsibilities of business in the field of competition on the cross-border markets of the Eurasian Economic Union (EAEU).​

Issues of customs cooperation, competition, antimonopoly and technical regulation in the Eurasian Economic Union (EAEU) countries were considered at the meeting of the Eurasian Economic Commission (EEC) Board on April 10. It sanctioned extension of the term of state price regulation for white sugar in the Republic of Belarus, determined the procedure for submitting information on the goods imported into the Union by waterborne transport, approved the lists of standards to the technical regulations on the safety of amusement rides, updated lists of standards to the technical regulations for perfumes and cosmetics, and adopted a number of other decisions aimed at deepening Eurasian integration.​

The issue of violation of competition rules in the Eurasian Economic Union (EAEU) was considered at the session of the Board of the Eurasian Economic Commission (EEC) on September 26. It was recognized that during the period from January 1, 2015 to June 30, 2016 PJSC Novolipetsk Steel (NLMK) and LLC VIZ-Stal abused the dominant position in the electrotechnical anisotropic steel segment, in a differentiated way giving unequal conditions to buyers from the Union countries. Enterprises and two executives are fined. This is the first decision in the EEC practice protecting consumers' rights and freedom of competition in the EAEU.​

The EEC proposes to create a Eurasian platform for solving problems of competition protection in the context of the digital economy

To effectively protect competition in the digital economy, a constant exchange of decisions on cases of violation of general competition rules, the results of market research and scientific research is required. This was stated by the Member of the Board - Minister in charge of Competition and Antitrust Regulation of the Eurasian Economic Commission (EEC), Marat Kusainov, speaking at the expanded session of the Board of the Federal Antitrust Service at the international event "Week of Competition in Russia". According to Marat Kusainov, digital economy markets have a global nature, therefore the investigation and suppression of anti-competitive practices is possible only based on international cooperation of the antitrust authorities.​
