He was born in 1965 in the village of Neglyubka, Vetkovsky District, Gomel Region. In 1986, he graduated from the Vilnius Command School of Radioelectronics, in 1992 he graduated from the Military Red Banner Institute, and in 1998 he graduated from the Academy of Public Administration under the aegis of the President of the Republic of Belarus.
In 1986-1996, he served in the Armed Forces; in 1996-1999, he was Adviser, Chief Adviser, and Head of the Negotiations and Legal Department of the Office of the Minister for CIS Affairs of the Cabinet of Ministers of Belarus, then the Office of the Council of Ministers of Belarus.
In 1999-2003, he held the positions of Head of the Department for Interstate Cooperation of the Office of the Council of Ministers, Deputy Head of the Main Department for Interstate Cooperation and Trade - Head of the Department for International Cooperation of the Office of the Council of Ministers in February – August.
In 2003, he served as Deputy Head of the Department of Russia and the Union State of the Ministry of Foreign Affairs.
In 2003-2007, he was Adviser to the Embassy of Belarus in Russia, in 2007-2008, he served as Head of the Department of Russia and the Union State of the Ministry of Foreign Affairs.
In 2008-2012, he was First Deputy Minister of Foreign Affairs of Belarus.
In 2012-2018, he was Ambassador Extraordinary and Plenipotentiary of Belarus to Russia, Permanent Representative of Belarus to the CIS Economic Council, Plenipotentiary Representative to the CSTO on a part-time basis and Special Representative of Belarus on integration cooperation.
In 2018, he was Deputy Prime Minister of the Republic of Belarus.
