Serik Zhumangarin was born in 1969 in Aktobe.
Graduated from Moscow Order of Lenin and Order of the October Revolution Power Engineering Institute, Karaganda State University named after E. A. Buketov and International Academy of Business.
In 1993–2004, he engaged in business activities.
2005–2006: Deputy Head of Aktobe Economy and Budget Planning Department; Head of Aktobe Business Department.
2006–2007: Deputy Head of the Directorate of the RK Agency for Regulation of Natural Monopolies in Aktobe region.
2007–2008: Head of the Directorate of the RK Agency for Regulation of Natural Monopolies in Aktobe region; Director of the Department of the RK Agency for Regulation of Natural Monopolies in Aktobe region.
2008–2010: Deputy Chairman of the Trade Committee of the RK Ministry of Industry and Trade, Director of Trade Development Department; Deputy Chairman of the Board of Kazakhstan Contract Agency, JSC.
2010–2011: Deputy and First Deputy Chairman of the Board of the National Agency for Development of Local Content (NadLoc).
2012–2013: Director of the Department of Regional Policy and Interbudgetary Relations of the RK Ministry of Economic Development and Trade; Chairman of the Regional Development Committee of the RK Ministry of Economic Development and Trade.
2013–2014: Vice Minister of Regional Development of the RK.
2014–2017: Chairman of the Committee on Regulation of Natural Monopolies and Protection of Competition under the Ministry of National Economy of the RK.
2017–2019: Vice-Minister of National Economy of the RK.
2019–2020: Member of the Board – Minister in charge of Competition and Antitrust Regulation of the Eurasian Economic Commission.
2020–2022: Chairman of the RK Agency for Protection and Promotion of Competition.
On August 15, 2022 appointed Acting Deputy Prime Minister – Minister of Trade and Integration of the RK.
September 2, 2022 Appointed Deputy Prime Minister – Minister of Trade and Integration of the RK by the presidential decree.
