Biography

Born on April 21, 1980 in Bishkek, Kyrgyz Republic.

In 2003, graduated from Kyrgyz State University of Construction, Transport and Architecture, specializing in Enterprise Economy.

In 2012, graduated from Ritsumeikan University (Kyoto, Japan), specializing in Economic Development.

In 2004, served as 1st Grade Specialist at the State Innovation Technology Center under the State Agency for Science and Intellectual Property (KyrgyzPatent).

2004–2006: Coordinator at the Youth Affairs Committee of the J. Balasagyn Kyrgyz National University.

2006–2009: Chief Specialist, Medium-Term Forecasting Department at the Ministry of Economy and Finance of the Kyrgyz Republic.

2009: Head of the Sector for Fiscal Risk Management on PPP Projects, Ministry of Economy and Finance of the Kyrgyz Republic.

2009–2010: Expert at the Budget Service of the Central Agency for Development, Investment and Innovations.

2012–2014: Expert at the Section for Regional Development, Transport, Construction and Communications of the Government Office of the Kyrgyz Republic.

2014–2015: Head of the Sector for Integration Processes and Macroeconomics, Section for Economy and Investment, Government Office of the Kyrgyz Republic.

2015–2018: Deputy Minister of Economy of the Kyrgyz Republic.

2018: Head of the Section for Economy and Investment, Government Office of the Kyrgyz Republic.

2018–2021: Head of the Section for Strategic Development, Economy and Finance, Presidential Executive Office of the Kyrgyz Republic.

From February 2021 to October 2021: First Deputy Minister of Economy and Finance of the Kyrgyz Republic.

From November 2021 to July 2025: Director of the Eurasian Economic Commission's Customs Infrastructure Department.

On July 29, 2025 he was appointed Minister in charge of Integration and Macroeconomics of the Eurasian Economic Commission by decision of the Supreme Eurasian Economic Council.
