AGREEMENTS on Free Movement and Employment of the EAEU Nationals will be Finalized within the Framework of the Common Labor Market Liberalization

The use of innovative technologies in searches for jobs within the Eurasian Economic Union (EAEU) was one of the topics discussed at the fifth meeting of the Advisory Committee for Migration Policy under the Board of the Eurasian Economic Commission (EEC). This approach will allow applicants wishing to find employment in the EAEU States to be answered where their services can be demanded.
The use of
innovative technologies in searches for jobs within the Eurasian Economic Union
(EAEU) was one of the topics discussed at the fifth meeting of the Advisory
Committee for Migration Policy under the Board of the Eurasian Economic
Commission (EEC). This approach will allow applicants wishing to find
employment in the EAEU States to be answered where their services can be
demanded.
To achieve
that, it is planned to elaborate a legal act regulating the issues of organized
recruitment of workers within the Union. It will be prepared by a Working group
for the development of mechanisms for the formation and development of a common
labor market within the EAEU.
The event,
which was attended by representatives of the authorized authorities of the EAEU
in the sphere of migration and experts, was held in Moscow under the
chairmanship of Timur Zhaksylykov, Member of the Board – Minister in charge of
Economy and Financial Policy of the EEC.
“The Treaty on the EAEU has formalized conditions for
free movement of labor resources in our integration association. The existing
norms have significantly improved the legal situation, removed a significant part
of restrictions on admission to the common labor market and increased the level
of social protection of workers,” the EEC Minister said. “However, while our
nationals cannot get all the benefits of economic integration, there are still
a number of barriers. In this regard, we have a task to further improve the
functioning of the common labor market of the EAEU and, in particular, to
establish cooperation between the Member States in the sphere of assistance to
the organized employment of workers in the Union countries. It will help to
create favorable conditions for the employment of nationals of our countries.”
The EEC
representatives informed the attendees about the work on the draft Agreement on
the entry, exit, transit of nationals of the Member States of the Eurasian
Economic Union. The document will contribute to further liberalizing the common
labor market and free movement of labor resources within the Union. The
Agreement will simplify the procedure for crossing the internal boundaries of the
EAEU countries for nationals of these States. If it is adopted, they will be
able to enter other countries of the Union according to the documents which
conform to international standards. It is supposed to discuss the use of
“internal” passports, identity cards and ID cards at the boundaries of the
EAEU.
The
attendees of the meeting were provided with some information on the process of
development by the Union countries of bilateral international agreements on the
procedure for mutual stay of nationals of the Member States and readmission.
Signing of such agreements between Armenia, Kyrgyzstan, on the one hand, and
other EAEU countries, on the other hand, is provided for by paragraphs of the
“Road maps” on the accession of the Republic of Armenia and the Kyrgyz Republic
to the Eurasian Economic Union, approved by the Presidents of the Member
States. Bilateral agreements on migration rules of nationals will regulate the
period of their stay without registration within 30 days from the date of
entry. The Union countries are recommended to strengthen their efforts in this
direction.
The Members
of the Advisory Committee discussed the principles and mechanisms of
statistical recording in the sphere of labor migration in the Member States. It
is proposed to expand the composition of statistical data submitted to the
Commission. Besides information on the number of nationals of the Union
countries engaged in employment in the EAEU States, the EEC can additionally
report such data as age and gender of workers of the Member States; their
distribution by forms of employment and hiring; duration of employment;
employment by industry type; educational and professional qualification
characteristics of workers, etc. The States have assumed to provide a list of
information which they can send to the Commission.
This will allow to make more complete and exact
assessment of mutual flows of workers, perform the required analytical work in
this direction,” the EEC Minister Timur Zhaksylykov said.
The Member of the Board awarded the representative of
the Union of experts and consultants in the sphere of labor migration
“International Alliance “Labor migration” with a diploma of the Chairman of the
EEC Board and prize for winning the competition of PR and media projects to
promote the integration “Eurasian Communications – 2017” in nomination of
“Labor Migration”. The Chairman of the Advisory Committee noted the
organization’s contribution to the implementation of projects aimed at
adaptation and support of labor migration, informational coverage of
opportunities for workers.
The
competition was held by the Eurasian Economic Commission (EEC) together with
the Business Council of the Eurasian Economic Union (EAEU) and the Russian
Association for Public Relations (RASA) at the II International Exhibition
Forum “Eurasian Week” in August this year in Astana. The purpose of the
competition is to develop the Eurasian communications, seek for the best
practices of the Eurasian business and promote the idea of the Eurasian integration.
It was
decided at the meeting to appoint Oleg Artamonov, Deputy Director of the Labor
Migration Department of the EEC, as the Executive Secretary of the Committee.
The next Meeting of
the Advisory Committee for Migration Policy under the EEC Board is scheduled
for early 2018 in the Republic of Armenia.
