The EEC Council has approved the Technical Regulation of the Eurasian Economic Union "On requirements for main pipelines for transporting liquid and gaseous hydrocarbons". It will come into effect on July 1, 2021.

The document establishes legally binding requirements for the main pipelines for transporting liquid and gaseous hydrocarbons in the design (including engineering surveys), construction (reconstruction), operation (acceptance and commissioning, conservation), disposal (liquidation) as well as rules for assessing their conformity.

The technical regulation considers the main pipeline as a single production and technological complex consisting of interconnected objects and facilities and intended for transporting liquid or gaseous hydrocarbons.

It does not apply to pipelines of gas distribution and gas consumption networks, pipelines of autonomous gas supply networks and automobile gas-filling compressor stations, offshore pipelines, infield and interfield pipelines, pipelines for transporting wide light hydrocarbon fractions and liquefied petroleum gases as well as to pipelines intended for implementing and supporting technological processes for manufacturing and (or) processing hydrocarbon raw materials.

The technical regulation’s requirements do not apply to the following facilities: commissioned before the effective date of the technical regulation; constructed (reconstructed) in accordance with the project documentation approved or sent for state expert review before the effective date of the technical regulation; construction (reconstruction) permit was submitted before the effective date of the technical regulation.

Mandatory requirements for the main pipelines are based on the requirements of current regulatory documents of the Union States as well as take into account the analysis of acts of international technical regulation systems.

Adopting the technical regulation will enable functioning the systems for transporting gas, oil and petroleum products, as stipulated in the programs for developing the Union’s common markets of gas, oil and petroleum products (approved by Decisions No. 18 and No. 23 of the Supreme Eurasian Economic Council dated December 6, 2018, respectively).​
