Alexander Subbotin, Minister in charge of Technical Regulation of the Eurasian Economic Commission, spoke on July 27 at the annual seminar for heads of diplomatic missions and consular offices of Belarus in Minsk. He delivered a report on the role of technical regulation and SPS measures in the development of foreign and domestic trade within the Eurasian Economic Union.

The EEC Minister noted that, for example, for the Republic of Belarus, given its foreign trade turnover of about USD 90 billion in 2025, common rules in the Eurasian space have direct economic significance.

“Uniform requirements cover the main part of products circulating in the EAEU — from food products, goods for children and light industry products to machinery, electrical equipment, vehicles, oil and gas. The safety of goods and related processes is the goal and essence of technical regulation,” Alexander Subbotin stated.

As for sanitary, veterinary-sanitary and quarantine phytosanitary measures, in the opinion of the EEC Minister, they are always on the borderline between necessary protection and a trade restriction. In the event of a disease outbreak, detection of a quarantine pest or unsafe products, the state is obliged to take measures. 

Particular emphasis was also placed on a number of other issues to which the technical regulation block of the Eurasian Economic Commission pays close attention.

Alexander Subbotin proposed considering the possibility of using the expert potential of Belarusian diplomatic missions in several areas related to technical regulation and SPS measures, in particular for the early identification of regulatory changes in foreign markets.
