Lyudmila Ivanovna Mudrova was born on September 21, 1980 in the urban settlement of Khotsimsk, Mogilev Region, the Republic of Belarus.
In 2002, she graduated from Mogilev State Technical University; and in 2021, she completed her postgraduate studies at Belarusian State Economic University.
From March 2003 to March 2007, she held positions from State Tax Inspector to Deputy Inspection Head in the Inspection of the Ministry of Taxes and Duties of the Republic of Belarus for Khotsimsk District.
March–August 2007: Chief State Tax Inspector, Inspection of the Ministry of Taxes and Duties of the Republic of Belarus for the Mogilev region.
September 2007 – October 2009: Chief State Tax Inspector, Inspection of the Ministry of Taxes and Duties of the Republic of Belarus.
From October 2009 to January 2023, she held positions from Chief Specialist to Department Head at the State Control Committee of the Republic of Belarus.
February 2023 – September 2025: Deputy Director of the Eurasian Economic Commission's Customs Tariff and Non-Tariff Regulation Department.
Since September 15, 2025 she was appointed Director of the Eurasian Economic Commission's Finance Department.
