EAEU – Cuba: promoting practical dialogue
02.12.2025

Sectoral interaction issues were discussed during a range of working meetings between Daniiar Imanaliev, the EEC Minister in charge of Integration and Macroeconomics, and heads of agencies and organizations of the Republic of Cuba.

The Cuban side expressed interest in the EAEU experience in marketing authorization of medicines and medical devices, labeling of goods, e-commerce and developing technical regulations for products. Also, the intention was announced to make use of this experience in implementing the National Plan for Economic and Social Development of Cuba 2030 and as part of implementing the projects proposed by the Cuban side.

For instance, there was a presentation of a logistics hub project in the Mariel Special Development Zone, offering preferential treatment to companies from the EAEU countries. According to Cuban representatives, the implementation of this project can become not only an incentive for intensifying trade with Cuba but also a platform for expanding the Union's economic presence in the region.

Daniiar Imanaliev noted good prospects of this initiative and emphasized that the key condition for fulfilling the potential of trade and economic cooperation between the EAEU countries and Cuba is addressing transport and logistics issues as well as developing more flexible approaches to payments. Implementing initiatives in this field will require substantial expert work involving representatives of public administration bodies and business circles.

"We note the request of our Cuban partners for expanding the dialogue with the EAEU and EEC across a broad economic agenda; they express interest both in the matters of regulatory interaction and project activities by business circles in industry, agriculture, transport and logistics, sanitary, phytosanitary and veterinary measures as well as discussing economic aspects of interaction in the field of tourism," the EEC Minister emphasized.

Havana hosted working meetings with the leadership of a range of ministries and organizations encompassing foreign trade and investment, foreign affairs, transport, agriculture, industry, tourism. The EEC delegation also held negotiations with the leadership of the Cuban Chamber of Commerce, Mariel special economic development zone and BioCubaFarma.
