EEC and AEB continue cooperation on technical regulation matters

The strategic objectives of the Eurasian Economic Union in the field of technical regulation were presented by Evgeny Berezhnykh, Deputy Director of the Eurasian Economic Commission's Technical Regulation and Accreditation Department, at the annual specialized conference of the Association of European Businesses (AEB) in Moscow.

"Technical regulation, as it has been developed in the Union, has no analogues in international practice," Evgeny Berezhnykh emphasized.

He spoke, in particular, about the implementation of the Digital Technical Regulation within the EAEU project, the Commission's joint efforts with the Union countries to reach a modern level of technical regulations and standards development, and the updating of product conformity assessment procedures.

Besides, Evgeny Berezhnykh discussed in detail the prospects for further improving the unified system of technical regulation within the EAEU.

"The draft roadmap for implementing the Declaration on Further Development of the Union until 2030 and for the period up to 2045 includes a whole range of activities, which should lead to both improving internal processes that ensure functioning of the unified technical regulation system and creating conditions for its transition to a new level, taking into account trends in digitalization and automation," noted Deputy Director of the Department.

Evgeny Berezhnykh stressed the importance of involving business and industry representatives in establishing product requirements. This is necessary, among other things, to find a balance between the interests of entrepreneurs and the protection of consumer rights to safe and high-quality products.

The EEC Department's representatives also explained a number of provisions of the Union's law on technical regulation, reported on the main stages of development and adoption of some draft amendments to technical regulations and lists of standards thereto. For instance, the discussion focused on chemical product safety issues. Confirming the safety of e-commerce goods originating from third countries was discussed separately.

 

The conference was attended by Tadzio Schilling, the AEB Director General; Dmitry Volvach, Head of the Federal Service for Accreditation; Alexey Soldatov, Chair of the AEB Committee for Product Conformity and Assessment; Alexey Ivanov, Deputy Director General of the Russian Standardization Institute, and representatives of the expert community, businesses, and industry associations.

The AEB Conference on Technical Regulation and Conformity Assessment is an annual event bringing together representatives of government agencies in the field of technical regulation and standardization and entrepreneurs to discuss current issues in this area.
