EEC and ASEAN defined cooperation plans until 2030

The key directions for developing the dialogue between the Eurasian Economic Commission and the Association of Southeast Asian Nations were discussed during consultations between Ministers of Economy of Russia and the ASEAN countries on September 26 in Kuala Lumpur, Malaysia. The Eurasian Economic Commission was represented by Mikael Belluyan, Director of the Integration Development Department.

The event adopted the new EEC–ASEAN Cooperation Program for 2026–2030 that lays the groundwork for further implementation of the Memorandum of Understanding between the EEC and ASEAN in the field of economic cooperation.

"The provisions of the new Program correlate with main directions of the key strategic documents of the EAEU and ASEAN, namely the Eurasian Economic Path Declaration 2030/2045 and ASEAN Community Vision 2045 and take into account the experience in implementing the existing EEC–ASEAN Cooperation Program until 2025," the EEC representative said in his speech to Ministers of Economy.

Mikael Belluyan has noted that the new Program is aimed at gradual development of cooperation not only within conventional formats but also in the new areas not covered in the first Cooperation Program. Among them are congress and exhibition events in the EAEU countries featuring ASEAN representatives, as well as events held at international platforms where the EEC and ASEAN can participate jointly.

In particular, it is planned to hold events in such new areas as competition, financial markets, innovative development of the industrial and agricultural sectors, as well as a range of others. The focus on interaction between the business circles is retained.

The parties indicated their interest in developing the positioning event format, namely the EAEU–ASEAN Days featuring the official, business and expert circles of the ASEAN and EAEU countries. Successful joint seminars on transport, competition and law enforcement, intellectual property and consumer protection were also highlighted.

The ASEAN representatives indicated their interest in cooperation with the EAEU in the field of food security, circular economy, infrastructure and sustainable energy.

On the sidelines of the consultations there was a working meeting between Mikael Belluyan and Satvinder Singh, ASEAN Deputy Secretary-General, that defined an algorithm for implementing the new Cooperation Program.

The EAEU Days were first held at the ASEAN headquarters in 2023 with the support of the EAEU states. The next ASEAN Days are scheduled for 2026 at the EEC headquarters.

By the end of 2025, joint EEC–ASEAN sectoral seminars will have been held on customs regulation, energy, e-commerce, agriculture and technical regulation.
