At a meeting of the working group on improving customs regulation, it was proposed to amend the Customs Code of the Eurasian Economic Union in connection with signing the Agreement on using navigation seals for tracking shipments within the EAEU. The topic was discussed at the EEC’s headquarters under the chairmanship of Maksat Mamytkanov, Minister in charge of Customs Cooperation of the Eurasian Economic Commission.
The agreement, in particular, does not allow using customs escort simultaneously with the use of navigation seals, except in certain cases. However, according to the Customs Code of the EAEU, the use of customs escort does not depend on the presence or absence of navigation seals on the cargo compartments of vehicles. This means that without making appropriate amendments to the Customs Code, a legal conflict arises.
"While the agreement is being ratified in parliaments, we need to think over and agree on amendments to the EAEU's Customs Code in order to create conditions for the agreement to work optimally, eliminating possible legal conflicts," Maksat Mamytkanov explained. The meeting of the working group also focused on the issues of importing into the Union some fish products caught or manufactured on the high seas and the issues of preparing other amendments to the EAEU's Customs Code in 2022.
