EEC presented report on practice of conducting RIA of draft decisions and initial results of assessing international treaties and implementing AIA procedure

The Heads of Government of the Eurasian Economic Union countries were presented with a report on monitoring the regulatory impact assessment (RIA) procedures for draft decisions of the Eurasian Economic Commission and draft international treaties within the Eurasian Economic Union, as well as the actual impact assessment (AIA) of decisions adopted by the EEC in 2024–2025.

“In 2024–2025, compared to the previous two-year period, the share of the EEC draft decisions that underwent the RIA procedure and involved the adoption of new EEC decisions increased from 15.3% to 21.2%. This may indicate that the Commission has become more active in exercising the regulatory authority delegated to it by the EAEU Member States,” mentioned Bakhyt Sultanov, the EEC Minister in charge of Economy and Financial Policy.

Besides, the report presents information on the initial results of the RIA for draft international treaties within the Union and implementing the AIA procedure for the decisions adopted by the Commission.

“Expanding mechanisms for assessing the impact on the business environment contributes to increasing the engagement rate of the EAEU countries’ business circles in the Eurasian economic integration processes,” emphasized Bakhyt Sultanov, the EEC Minister in charge of Economy and Financial Policy.


The RIA is a procedure for assessing the impact of the EEC's draft decisions and draft international treaties within the EAEU on the business environment. The RIA procedure consists of two stages: current assessment, i.e. public discussion of the EEC's draft decision and draft international treaty within the EAEU on the EAEU website for at least 30 calendar days, and final assessment, i.e. preparation of the RIA statement by a specially established EEC Working Group.

The AIA is a procedure for assessing the impact of decisions adopted by the EEC on the business environment, which also consists of current assessment and a final assessment stages.

These procedures take into account the position of businesses of the EAEU countries.
