EEC presents a draft Concept for forming a common exchange market for EAEU goods

The draft Concept for the formation of a common exchange market for goods of the Eurasian Economic Union was presented for the first time at a meeting of the working group at the headquarters of the Eurasian Economic Commission on December 1.

The document consists of 14 sections and includes goals, objectives, principles, mechanisms, stages of forming a common exchange market for goods, ensuring its functioning and other provisions. 

As noted in the draft, the formation of a common exchange market for goods of the Union is carried out in order to form a civilized trade in the EAEU market using transparent pricing tools, stimulating further development of fair competition and eliminating various obstacles to trade in goods on the common exchange market of the Union. This will contribute to ensuring non-discriminatory conditions for economic entities of the EAEU Member States.

"Pricing on the common exchange market for goods of the Union will be formed on the basis of market mechanisms and fair competition. In order to ensure transparency of pricing, objective price indicators of the exchange and OTC markets will be formed, along with mechanisms for collecting and processing information about contracts traded on the exchange and OTC markets. The principles of pricing are common regardless of the affiliation of business entities to a particular Member State, the draft concept says.

A meeting of experts to discuss the draft concept will be held on December 22 this year.

Working Group on forming a common exchange market for goods within the EAEU was established in April 2021. It includes representatives of the Union countries’ authorized bodies, exchanges and manufacturers of commodities of the Member States, as well as the EEC's representatives.

Forming the Union’s common exchange market for goods is contemplated by the Strategy-2025. The concept of forming a common exchange market for EAEU goods is planned to be approved by September 30, 2023, and its development program - by December 31, 2024.

In September, the EEC Board approved a report on proposals for the formation of a common exchange market for goods in the EAEU.
