EEC started drafting form of declaration for e-commerce goods

A meeting of the Working Group on improving the procedure for customs operations in respect of express cargo and international mail chaired by Grigor Oganyan, Deputy Director of the Department for Customs Legislation and Law Enforcement Practice of the Eurasian Economic Commission, was held on June 21.
At the meeting, the experts discussed practical aspects of using the declaration for express cargo as part of implementing a pilot project in the Eurasian Economic Union in the field of foreign e-commerce.

The experts also started discussing some approaches to preparing a new normative act of the Commission, determining the form and the procedure for completing the declaration for e-commerce goods, in view of the expected changes in the EAEU Customs Code.

  

Besides, the Commission's representatives informed the meeting attendees on the final stage of elaborating the Procedure for amending the declaration for express cargo, which will make it possible to create a clear algorithm of actions for both customs authorities and participants in foreign trade activities, and, in general, complete the formation of a modern legal framework for the customs declaration of express cargo.

Decisions No. 93 and No. 94 of the Commission's Board dated August 3, 2021 determined special aspects of filling out the goods declaration for express cargoes to ensure that the pilot project (experiment) in the field of foreign e-commerce is conducted in the EAEU countries.

Decision No. 79 of the Commission's Board dated June 13 approved the procedure (special aspects) for filling out the declaration adjustments for express cargo in relation to goods declared as part of the pilot project conducted in the Union countries in the field of foreign e-commerce.

Decision No. 10 of the Eurasian Intergovernmental Council dated November 19, 2021 approved the Action Plan (roadmap) to create favorable conditions for developing e-commerce within the EAEU. In accordance with paragraph 2 of the EEC roadmap, in 2023 the EEC, jointly with the EAEU States, should prepare, inter alia, an act of the Commission determining the form and the procedure for completing the declaration for e-commerce goods. The relevant competence is provided for by the draft Protocol on Amendments to the Treaty on the EAEU Customs Code in terms of regulating foreign e-commerce.
