EEC and International Coordinating Council for Trans-Eurasian Transport cooperates in implementing EAEU coordinated transport policy

Unprecedented transit growth rates require accelerated development of railway infrastructure as well as unleashed potential of digital logistics. The EAEU transit traffic showed a fivefold increase compared to 2015. Last year, the figure reached almost 900 ths containers. This testifies to the EAEU role as a bridge between Europe and the Asia-Pacific countries. This was stated by Temirbek Asanbekov, Minister in charge of Energy and Infrastructure of the Eurasian Economic Commission, at the 30th anniversary Plenary Session of the International Coordinating Council for Trans-Eurasian Transportation (CCTT).

"Today, transiting from paper shipping documents to electronic ones is on fast-forward. The next stage is the transfer of shipping documents to an electronic format," the EEC Minister noted.

The most important competitive advantage of the EAEU railways is common transportation technology based on a general gauge standard of 1520 mm. Enshrining the basic principles of forming a flexible tariff policy and common approaches to access to infrastructure in the Treaty on the Union enables to fully realize this advantage.

He stressed the importance of interaction between the Commission and the CCTT on implementing strategic plans aimed at joining public authorities’ efforts in the field of transport, railway administrations, leading international organizations and institutions to solve promising tasks of improving the efficiency of rail transport.

In this regard, it is required to jointly participate in executing the roadmap for 2021-2023 to implement the main directions of the coordinated (agreed) transport policy as well as the Action Plan for Digitalizing Freight Rail Transport between the Eurasian Economic Union and the People's Republic of China. It is also important to create conditions for developing multimodal transportation, introduce advanced digital technologies in organizing the transportation process and improve the safety, integrity and environmental friendliness of work performed by this transport market segment.

Temirbek Asanbekov noted the significant role and contribution of the International Coordinating Council for Trans-Eurasian Transport to developing rail transport and cooperation between railways in the EAEU space. 

"We highly appreciate the efforts the CCTT makes to achieve our common cause of ensuring the Euro-Asian transport links. The railway service forms a reliable framework for the Eurasian integration and, of course, is one of the key drivers of the EAEU economic development".

The International Coordinating Council for Trans-Eurasian Transportation (CCTT) is the legal successor of the International Association "Coordinating Council for Trans-Siberian Transportation" (CCTT) - a non-profit transport association with an unlimited duration, registered in the Main Register of the Canton of St. Gallen (Switzerland) on February 21, 1997.

By Decision of the CCTT Plenary Session dated September 20, 2019 ( Nursultan) the International Association "Coordinating Council for Trans-Siberian Transportation" was renamed as the International Coordinating Council for Trans-Eurasian Transportation.

In accordance with the Articles of Association, President of Russian Railways, JSC is the permanent Chairman of the CCTT and presidents of forwarding associations being part of the CCTT are its Vice-Chairmen.

 A Memorandum of Understanding between the Eurasian Economic Commission and the CCTT was signed on January 18, 2017.

The Memorandum objective is cooperation in the following areas:

- exchange of information and experience on issues of mutual interest;

- exchange of documents in the field of rail transport accepted by the parties;

- holding joint consultations to discuss relevant matters of rail transport development;

- formulating proposals for developing rail transport services;

- participation in events held by the parties.

An Interaction plan between the EEC Transport and Infrastructure Department and the CCTT Secretariat for 2021-2022 was signed on July 22, 2021 in Moscow.
