Advisory Committee on intellectual property, under the chairmanship of Timur
Suleimenov, member of the Board - Minister in charge of Economic and Financial Policy
of the Eurasian Economic Commission, is to take place in Minsk on September 29.
The session will
consider the implementation mechanisms for the Treaty on the Co-ordination of Activities
for the Protection of Intellectual Property Rights, dated September 8, 2015,
which entered into force on July 19, 2016. The progress of the implementation
of the Disposition of the Eurasian Intergovernmental Council concerning the
application of the principle of exhaustion of the exclusive trademark right,
the trademark of the Eurasian economic union will be discussed.
The members of
the committee will also consider the information on the fulfillment of internal
procedures (IP) required for the signing on the draft of the Trademarks,
Service Marks and Origin Names Agreement of the Eurasian Economic Union, the
draft of the Agreement on Procedure of Managing Copyright and Shared Rights on
a Collective Basis, and on the IP performance on the draft Protocol on amendments to the Agreement on the Common
Customs Register of intellectual property items of the Customs Union member
states, dated May 21, 2010.
Moreover, the
agenda will also include the issues concerning the patent fee rates in the
countries of the EAEU, as well as information and technical provision for the
processes of registration, legal protection, and usage of the trade marks,
Union service marks, and Union goods origin names, and the keeping of a single
customs register of intellectual property items of the countries of the
Eurasian Union.
The Kyrgyz
Republic representative will inform attendees of the Plan of Action for the
adaptation of the economic entities for their performance of activities in the conditions
of the locally adopted exclusive trade mark rights’ exhaustion principle, being
carried out in Kyrgyzstan. The plan has been developed within the framework of
the obligations taken on by the Republic due to its accession to the Treaty on
the Eurasian Economic Union.
The Armenian
representative is to speak on the fulfillment of obligations taken on by the
Republic of Armenia in the field of intellectual property, due to the country’s
accession to the Union.
The participants
of the meeting will also discuss draft Provisions on the Anti-Counterfeiting International
Forum; the establishment of the Centre for the co-ordination of intellectual
property rights protection, and measures against counterfeiting and illegal products;
the draft Provisions on the Expert Group under the Advisory Committee on
Intellectual Property of the Board of the Eurasian Economic Commission; topical
issues in the field of developing franchising when carrying out entrepreneurial
activities in the countries of the Union.
