Results of surveying businesses from EAEU countries about goods export permit practices

From September 1 to October 31, 2025, the Eurasian Economic Commission's Department for Customs Legislation and Law Enforcement Practice surveyed participants of foreign economic activities.
The main purpose of the survey was to identify problematic situations faced by business representatives, especially exporters, when confirming the export of goods from the customs territory of the Eurasian Economic Union. Special attention was paid to looking into the cases requiring cancellation of goods export permits.
The survey results are summarized in a final report.
By Decision No. 25 of the EEC Board dated February 7, 2018, the Procedure for confirmation by the customs authorities of the Eurasian Economic Union Member States of the actual export of goods from the Union's customs territory was approved, which has been applied in the EAEU since July 1, 2020.
