EEC Board updated lists of narcotic drugs, psychotropic substances, and their precursors

The Eurasian Economic Commission's Board has updated the list of narcotic drugs, psychotropic substances, and their precursors subject to licensing requirements for the import and/or export into the customs territory of the Eurasian Economic Union.

“The EEC has adopted this decision in view of the fact that the EAEU Member States, as parties to three international conventions, cooperate in achieving an aim of protecting the health and well-being of the population. This entails the Single Convention on Narcotic Drugs of 1961, as amended by the 1972 Protocol; the Convention on Psychotropic Substances of 1971, and the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988,” noted Vahagn Ghazaryan, Director of the EEC Tariff and Non-Tariff Customs Regulation Department.

Following the decisions adopted by the Commission on Narcotic Drugs, certain substances that are already subject to international control have been added to the lists of narcotic drugs and psychotropic substances regulated within the EAEU.


The Decision shall enter into force after 30 calendar days have elapsed from the date of its official publication.
