At the meeting of the Agricultural Policy Council of the Eurasian Economic Union held on November 15 in Yerevan, the Heads of the EAEU countries' authorized bodies and Goar Barseghyan, Minister in charge of Industry and Agriculture of the Eurasian Economic Commission, discussed the dynamics of developing the Member States' agricultural sectors, ways to improve the efficiency of the industry, and the potential of interstate cooperation as well as emphasized the positive trends in developing agriculture in the Eurasian “five” States.
The meeting attendees considered promising trends in developing state support for the EAEU agricultural sector.
“It is beyond argument that promising measures of state support of the Member States‘ agriculture are preferential loans, budgetary compensation of part of farmers’ investment costs, grants and direct payments for the production of priority agricultural products. It is important to carefully consider the mechanisms of providing such support and forms of its administration to increase its efficiency. Each of the Union countries has developed a certain practice, which deserves attention for possible scaling up in the Member States,” emphasized Goar Barseghyan, EEC Minister in charge of Industry and Agriculture.
The parties supported the initiative to hold annual field seminars on state support to exchange experience.
The ministers considered approaches to improve the system of forecasting agricultural sectors aimed at ensuring sustainable development of the internal market with basic agricultural products and food.
The parties discussed measures for drafting the Plan for implementing the Declaration on Further Development of Economic Processes within the EAEU until 2030 and for the period until 2045 “The Eurasian Economic Path” in terms of the agricultural sector. A consensus was reached on the issues of state support for agriculture, livestock breeding and seed production, and creating an information resource on infrastructure facilities for storing agricultural products.
The Council members agreed to speed up work on converging positions to coordinate the draft Agreement on the procedure for recognizing organic products within the Eurasian Economic Union.
An arrangement was reached to deepen cooperation aimed at ensuring a balanced common agrarian market of the Union, with due regard to national interests and goals of the integration association.
Goar Barseghyan participated in the meeting between Mher Grigoryan, Deputy Vice Prime Minister of the Republic of Armenia and Chairman of the Eurasian Economic Commission's Council, and Oksana Lut, Minister of Agriculture of the Russian Federation, to discuss promising trends in developing the agricultural sector, including within the EAEU.
