At a meeting of the specialized Working Group on improving the authorized economic operator (AEO) concept in the Eurasian Economic Union under the Advisory Committee on Customs Regulation, representatives of the EAEU countries and the Eurasian Economic Commission completed expert review of new simplifications for this category of entities.
For instance, it is proposed to include operations aimed at preparing goods for subsequent sale and transport (shipment) in the list of operations with the AEO's goods temporarily stored at the operator’s facilities that are performed without the customs authorization. Furthermore, it was proposed to expand the possibilities for marking goods in the AEO's warehouses without obtaining a separate authorization.
The experts approved a list of operations with the AEO's goods stored at the operator's facilities under the customs warehouse procedure that may be performed without the customs authorization.
This will enable the operator not to apply to customs authorities, which will help entrepreneurs simplify any operations with goods in preparing for subsequent sale and transportation.
Hence, this reduces the burden on businesses and expands opportunities to utilize the Union’s infrastructure, which may lower production costs and make products more accessible to end consumers.
The meeting discussed a number of issues on developing the parties' unified approach to ensuring the proper recording in the general AEO register of information regarding the effective date of the certificate of a legal entity's inclusion in the AEO register, with a view to the practical implementation of simplifications.
The Authorized Economic Operator concept is an internationally recognized standard of the partner program, and the AEO is a specially designated juridical person granted with simplifications during customs operations and customs control as persons meeting specified requirements.
The Working Group for developing the AEO concept in the EAEU countries was established in 2014. It elaborates proposals to improve and develop the Authorized Economic Operator concept in the Union.
