The Goods Waiting Confirmation System (SPOT) has started operating for importers of goods into Russia. The Eurasian Economic Commission held a webinar for carriers transporting goods from the EAEU countries, dedicated to special aspects of the new system’s operation and its practical application.
“The introduction of new regulations always generates a large number of inquiries and concerns from economic entities. Only a direct and open dialogue between public authorities and the business community can ensure the smooth implementation of new regulatory mechanisms and minimize costs for entrepreneurs,” mentioned Rustan Jenalinov, Director of the Eurasian Economic Commission’s Transport and Infrastructure Department, opening the event.
The webinar was held in a question-and-answer format, during which representatives of the Ministry of Finance of the Russian Federation, the Federal Tax Service, and the Federal Customs Service informed the event participants about enforcement practices as well as measures to mitigate risks arising from violations of the rules established by SPOT.
In particular, the webinar participants received detailed clarification on the specifics of financial support for VAT payments, as well as on the delimitation of the areas of responsibility between transportation process participants when using SPOT. Furthermore, the experts specifically focused on the technical details of crossing checkpoints and the procedures to follow in the event of force majeure during international road freight transportation.
The event was attended by representatives of more than 200 companies engaged in international freight transportation. The event was organized jointly with international freight platform ATI.SU.
It bears reminding that SPOT was developed as part of measures to legalize imports and control the importation of goods from the EAEU countries into Russia, as well as to prevent “gray” schemes involving the non-payment of import VAT and excise duties. The SPOT requirements have been established by Federal Law No. 101-FZ “On the National Goods Waiting Confirmation System and on Amending Certain Legislative Acts of the Russian Federation” dated April 17, 2026.
