Pilot project for issuing electronic certificates for cars is entering its final stage

The pilot project on issuing documents on assessment of conformity with the requirements of the EAEU technical regulation On Safety of Wheeled Vehicles: vehicle type approvals (VTA), chassis type approvals (CTA), vehicle construction safety certificates (VCSC) is entering the final stage of its implementation. The project is being carried out in the Republic of Belarus (Gosstandart) and in the Russian Federation (Rosstandart) in accordance with the disposition No. 18 by the Board of the Commission dated February 8, 2022.


The scheduled deadline of the pilot project is December 31, 2022.

At the moment, a temporary register of documents on conformity assessment in digital form is created and is functioning as part of the pilot project.

Within the pilot project, in the Republic of Belarus and the Russian Federation there are already more than 1,300 VTAs (CTAs) and more than 120,000 VCSCs issued digitally; their details are contained in the temporary register.

Today, those details can already be used for the purpose of issuing electronic vehicle passports.

Guided by the accumulated experience, the pilot project participants will prepare proposals on amending some acts of the Union that will allow to transit to fully digital issuance of documents on conformity assessment and to establish the Unified VTA, CTA and VCSC Register as the primary source of up-to-date details of documents on conformity assessment that among other things are required for issuing electronic vehicle passports.

The pilot project results might serve as the basis for further digitalization of issuing electronic documents on conformity assessment and electronic passports of vehicles, self-propelled vehicles and other types of equipment.
