At the Eurasian Intergovernmental Council's meeting held on August 7 in Cholpon-Ata (Kyrgyz Republic), the Heads of Government of the Eurasian Economic Union countries signed an Agreement on the admission of brokers and dealers from one Eurasian Economic Union State to participate in on-exchange trading (trading organizers) of other Member States. Thus, an important step has been made towards creating a unified exchange space within the EAEU.
The Agreement is aimed at mutual recognition of licenses for brokers and dealers granted by the Union countries' authorized bodies, ensuring direct access for brokers and dealers to participate in exchange trading to conclude contracts for the purchase and sale of securities and derivative financial instruments. The admission of brokers and dealers of one country to on-exchange trading of another EAEU State is granted on equal conditions.
Once admitted to stock trading, brokers and dealers have the opportunity to submit bids, obtain technical access to trading, conduct transactions, participate in clearing, and open relevant accounts with the Union States' depositories. Brokers and dealers from other EAEU countries may be granted access to on-exchange trading through remote access.“Brokers and dealers are essential elements in the stock market mechanism. If brokers help investors access the stock market and manage securities transactions, then dealers, in turn, actively participate in exchange trading, ensuring liquidity, price stability, and reduced volatility. Therefore, brokers and dealers complement each other, ensuring the efficient functioning of the securities market,” Bakhyt Sultanov, the EEC Minister in charge of Economy and Financial Policy, commented on the signing.
As the EEC Minister noted, implementing the Agreement will ensure an inflow of additional liquidity into stock exchanges, increase funding for issuers, significantly expand mutual trade and investment cooperation between the Member States, and enhance the development of the Union States' financial markets.
“The Agreement on the admission of brokers and dealers to on-exchange trading and the previously signed Agreement on cross-border admission to the placement and circulation of securities lay a solid legal foundation for creating a common exchange space within the EAEU,” Bakhyt Sultanov emphasized.
