Regulations on the use of fair tariffs for cellular communication services in international roaming in the territories of the Eurasian Economic Union States are planned to be approved before year-end 2024. This was discussed at the meeting of the Eurasian Economic Commission's Working Group on competition and elimination of barriers in the field of communications, held on March 28 via videoconferencing, involving the EAEU countries' authorized bodies and mobile operators.
The meeting attendees discussed the draft regulations elaborated by the Commission. As Aleksey Sushkevich, Director of the EEC Antitrust Regulation Department, emphasized, a fair tariff means a tariff that is close to the domestic tariff.
At the moment, there are still several alternatives concerning the calculation of roaming traffic. First of all, it is necessary to establish the volume of such traffic or the period during which fair tariffs will apply. Besides, it should be also taken into account that mobile operators have different technical capabilities to regulate the preferential tariff.
It is planned that after agreeing on technical issues, the parties will approve the reduced levels of international interconnect rates for roaming calls and inter-operator roaming tariffs.
"We seek to create such conditions so that the EAEU States' citizens could use communication at domestic tariffs in any Union country. Companies will determine the level of domestic tariffs independently, taking into account the balance of interests of mobile operators and consumers," Aleksey Sushkevich noted following the meeting.

In 2021, the Eurasian Economic Commission's Council approved an Action Plan to create the conditions necessary to establish fair tariffs for cellular communication services in international roaming in the EAEU States' territories. It is envisaged that all measures will be implemented by Q1 2025.
The Plan includes a set of measures to combat fraud, ensure direct interaction between telecommunications operators when passing international roaming traffic, determine the maximum volume (period) of telecommunications services provided at fair tariffs in roaming and others.
