Decision of the Commission Council No. 65 dated May 20, 2026 adopted the technical regulation of the Eurasian Economic Union “On the Safety of Paint and Varnish Materials” (TR EAEU 053/2026). Its main purpose is to protect human life and health, property, the environment, and the life and health of animals and plants, as well as to prevent actions that mislead consumers of paint and varnish materials regarding their purpose and safety.

The regulation establishes uniform mandatory requirements to paint and varnish materials such as paints, varnishes, primers, and water-dispersion, multi-component and powder materials, as well as materials in aerosol packaging.  These also include enamels, glazes, impregnations, wood preservatives, wood stains, fire-retardant compounds, decorative plasters, fillers and drying oils.

The technical regulation sets out requirements to labeling and packaging, as well as for the safety data sheet of paint and varnish materials.

The document establishes the basic terms, the rules for identifying paint and varnish materials and for their circulation in the customs territory of the Eurasian Economic Union and, of course, the conformity assessment procedure in the form of state registration with the issuance of a certificate in a form common to the five countries.

The technical regulation will effectively enter into force in the territories of the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation on January 1, 2028, and in the territory of the Kyrgyz Republic on January 1, 2032.

The Council Decision itself will enter into force 30 calendar days after the date of its official publication (July 1, 2026).
