Sergei Vladimirov, Director of the Department for Customs Legislation and Enforcement Practice, moderated a panel session at the International Customs Forum on relevant matters related to the risk management system (RMS) in the Eurasian Economic Union.
The event was attended by heads of field-specific structural subdivisions of the customs services of the Republic of Armenia, the Republic of Belarus, the Kyrgyz Republic and the Russian Federation.
At the beginning of the session, Sergei Vladimirov remarked that it was important that the RMS used by customs authorities allowed to effectively address the tasks of customs authorities and exercise such basic functions as ensuring security, collecting payments and, of course, facilitating law-abiding trade.
The panel session speakers told about the organization of RMS in customs services, taking into account the principles laid down in the EAEU Customs Code.
The discussion concerned the role of the Joint Board of EAEU Customs Services in the creation of common customs control standards using the RMS, the main prospects for further RMS unification and development within the framework of implementing the Strategy-2025, achievements in the field of automatic analysis of images from inspection complexes, exchange of images between customs services for the purpose of analyzing customs control of transit shipments through the territories of the EAEU States.
“Program documents for determining strategic directions for the RMS development in the EAEU may be common, but tactical aspects may differ, and this is reasonable,” noted Sergei Vladimirov. “Conceptual discrepancies in the strategic plan can give rise to different law enforcement practices and barriers to domestic trade.”
At the end of the event, it was noted that integration interaction in the field of customs administration could be enhanced through further work on unifying risk analysis and management systems, which would have a positive impact on the uniformity of customs control and mutual trust of customs services, and would ensure that standards for its implementation be uniform.

According to the Customs Code of the Eurasian Economic Union (EAEU CC), when exercising customs control, customs authorities proceed from the principle of selectivity of customs control items, forms of customs control and measures to ensure customs control (article 310, clause 4 of the EAEU CC), using the RMS in accordance with the legislation of the Union Member States.
The basic principles and general methodological approaches to risk management are defined in the EAEU Labor Code.
Strategic and tactical issues of applying the RMS, the procedure for its functioning, as well as the implementation of the risk management process, including the determination of measures to minimize risks and the procedure for applying them, are regulated by the legislation of the Union Member States.
