The Eurasian Economic Commission held a conference entitled "Navigation Seals as a Tool for Developing Transparent and Secure Trade in the Eurasian Economic Union".
Ruslan Davydov, the EEC Minister in charge of Customs Cooperation, informed the event participants about the implementation of navigation seals for tracking shipments, effective since February 11, 2026.
The EEC Minister has explained that the Agreement on the Use of Navigation Seals in the EAEU envisages the gradual introduction of a tracking system taking into account the categories of goods and the modes of transport used. The introduction of seals into practice will take place in three stages and will last 1.5 years."The long-awaited tracking mechanism using navigation seals is not only a technological innovation, but also an effective tool for improving the efficiency and security of logistic processes, opening up new opportunities for the integration and development of the EAEU," noted Ruslan Davydov. "The immediate objective is to create a unified information environment that will minimize the use of customs and other types of state control over goods transported within the customs territory of the Union, while ensuring their legal circulation."
At the first stage, navigation seals will be applied to several groups of goods. These include, firstly, sanctioned and certain types of excisable goods, including alcohol and tobacco transported in accordance with transit and export customs procedures, as well as those moved between Member States within the framework of mutual trade. Secondly, clothing, footwear, and equipment transported by road in accordance with the customs transit procedure. Thirdly, nicotine-containing products and nicotine raw materials transported by road and exported from the customs territory of the EAEU in accordance with the customs export procedure.
More than 150 representatives from government agencies, businesses, customs, and transport and logistics sectors of the EAEU countries took part in the conference.
