The second stage of practical implementation of the Agreement on the Application of Navigation Seals in the Eurasian Economic Union for Tracking Transport Operations begins on July 31, 2026.
As part of this stage, the use of navigation seals is being expanded to cover the transportation of goods under the customs procedure of customs transit for:
all categories of goods transported by road;
certain categories of tax-intensive goods, such as clothing, footwear and household appliances, transported by rail.
These goods will be subject to tracking in addition to the goods defined under the first stage, except for the exemptions established by Decision of the Commission Council No. 71 dated July 9, 2026.
As a reminder, under the first stage, launched on February 11, 2026, sealing applies to:
- sanctioned goods and certain types of excisable goods, such as alcohol and tobacco, transported by road and/or rail under the customs procedures of transit and export, as well as moved between Member States as part of mutual trade;
- certain categories of goods, such as clothing, footwear and equipment, transported by road under the customs procedure of customs transit;
- nicotine-containing products and nicotine raw materials, classified under headings 2404, 2939 79 000 0 and 2939 80 000 0 of the unified Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union, placed under the customs procedure of export.
