EEC Council approved amendments to EAEU phytosanitary quarantine requirements

On October 5, the Eurasian Economic Commission’s Council approved amendments to the EAEU Common phytosanitary quarantine requirements.


The decision of the Commission’s Council approved special requirements for potato and sugar beet seeds, plants of olive, poplar, fuchsia, cloves, cucurbits crop and onion previously absent from the Common requirements.

Some requirements for seed and plant material of a wide range of agricultural, forest and ornamental plants have been clarified in terms of excluding the requirement for their manufacture only in those areas free from certain types of quarantine items.

The amendments also affected the requirements for fresh vegetables, fruits, wood products and peat in relation to quarantine items specific to these products.

The requirements for wood packaging and lashing material have been brought into compliance with established international standards.

Since fruits and berries are not vectors of transmitting tortoise scales, armored scales, bacteria, viruses, viroids, nematodes and phytoplasmas, some requirements for these imported products have been updated: if they are detected, its import into the Union’s territory and movement between the Member States will be allowed.

Proposals submitted by the Member States’ authorized authorities on plant quarantine following the consolidation of law enforcement practice, results of the phytosanitary risk assessment carried out by the EAEU countries’ research organizations, updating information about quarantine items in the Global Database of the European Plant Protection Organization (EPPO) and the Invasive Species Compendium (CABI) as well as constructive proposals from foreign trading partners and the Member States’ business community provided the basis for making these amendments.

The adopted amendments will enable ensuring phytosanitary quarantine safety in the Union’s territory from introducing and spreading quarantine items, preserving areas, places and sites to manufacture quarantineable products free from quarantine items as well as creating favorable conditions for foreign and mutual trade in quarantineable products.
