EEC Council approved procedure for forming and maintaining EAEU register of chemical substances and mixtures and procedure for notification of new chemical substances

On August 1, 2025, the meeting of the Eurasian Economic Commission's Council adopted two “second level” documents to the Union's Technical Regulation “On safety of chemical products” (TR EAEU 041/2017) – the procedure for forming and maintaining the Union's register of chemical substances and mixtures and the procedure for notification of new chemical substances developed by the EEC jointly with the EAEU Member States.

The purpose of the EEC Council's decision on approving the Procedures is to implement the provisions of the EAEU Technical Regulation “On safety of chemical products” (TR EAEU 041/2017). They are based on unifying the procedures for creating a unified register of chemical products circulating in the EAEU, as well as notification of new chemical substances. This will ensure that market participants can receive up-to-date information on chemical products. Besides, this approach will help reduce both financial and time costs, including the process of preparing documents to assess conformity with the regulation requirements, for example, safety data sheets for chemical products.

In turn, the approval of the Procedures is one of the conditions for enacting the EAEU Technical Regulation “On safety of chemical products” (TR EAEU 041/2017).

It is planned to form and maintain the Unified Register by means of the EAEU integrated information system, which in turn will require implementing an appropriate common process within the EAEU.
