This proposal from the Commission formed the basis for discussing the organization of electronic document flow using electronic digital signatures. The issue was considered at the meeting of the Advisory Committee on Electric Power on March 27, chaired by Arzybek Kozhoshev, EEC Minister in charge of Energy.
The parties' representatives discussed the possibility of providing the participants of the EAEU common electric power market with a choice for the method of identification when interacting with the registrar (ATS JSC) while trading in electric power for all five Union participating countries.
This approach will enable the subject to decide whether to use an electronic signature (issued by the certification center ATS JSC) or to use a national electronic signature, based on the advantages and disadvantages of both options.
The event attendees agreed to continue the work by engaging representatives of other authorized bodies involved in the issue (in the areas of information security and digitalization).
"The resolution of the important and still unexplored issue of electronic identification of participants from different countries in the EAEU common electric power market will make it possible to adopt the rules of information exchange. This is the last of the four documents regulating the EAEU common electric power market," Arzybek Kozhoshev noted. Besides, the experience gained will contribute to ensuring information exchange between economic entities from different States in other spheres of the Eurasian integration.
