In Cholpon-Ata, the Heads of Government of the Eurasian Economic Union States signed an Agreement on Mutual Recognition of Academic Title Certificates.

Along with the Agreement on Mutual Recognition of Higher Degree Certificates, which came into effect in May 2024, this new supranational agreement grants holders access to professional activities in the context of labor migration and is aimed at increasing the mobility of highly-skilled scientific personnel in the EAEU single labor market.

Once the Agreement signed in Cholpon-Ata comes into effect, national academic title certificates for senior research fellow, senior lecturer, associated professor and professor issued to citizens of the Union countries will be directly recognized when seeking employment in another EAEU country. This will eliminate the need to undergo a time-consuming and expensive nostrification procedure.

As noted by Bakhyt Sultanov, Minister in charge of Economy and Financial Policy of the Eurasian Economic Commission, the Agreement is of strategic importance for developing the Union's single labor market.

“The direct recognition of academic titles removes administrative barriers and opens up broad opportunities for highly-skilled scientific personnel to achieve professional fulfillment in any EAEU State. This directly contributes to strengthening scientific and industrial cooperation, enhancing the competitiveness of our economies, and shaping a common scientific space within the Union,” the Minister emphasized.

The Agreement on Mutual Recognition of Academic Title Certificates will come into effect after its ratification by all EAEU States.
