Cooperation between EAEU countries' oil-and-gas machine building enterprises discussed at Eurasian Oil and Gas Forum
As part of the international exhibition Equipment and Technologies for the Oil and Gas Industries (Neftegaz 2024), the Eurasian Oil and Gas Forum was held on April 16, at which the Industrial Policy Department of the Eurasian Economic Commission, together with the Russian Union of Industrialists and Entrepreneurs, held a round table Cooperation of Oil-And-Gas Machine Building Enterprises in the Member States of the Eurasian Economic Union. Representatives of the Chamber of Commerce and Industry of the Russian Federation, the Institute of Oil and Gas Technology Initiatives, the Financial University under the Government of the Russian Federation and the sectoral business community of the EAEU countries took part in the round table as speakers. Georgy Arzumanyan, Deputy Director of the EEC Industrial Policy Department, spoke about the Commission’s tools aimed at promoting cooperation, including a new instrument for financing industrial cooperation projects in the EAEU. Dmitry Kurochkin, Vice-President of the Chamber of Commerce and Industry of the Russian Federation, reported on the participation of the Russian Chamber of Commerce and Industry in the development of industrial cooperation in the Union, a representative of the Ministry of Economy of the Republic of Armenia told about the production and technological potential of Armenian oil-and-gas machine building enterprises. Representatives of the sectoral business community of the EAEU countries raised issues concerning the current status of the industry and its needs. Following the round table, the attendees agreed to intensify cooperation between oil-and-gas machine building enterprises within the Union using the Commission's tools. For reference The Neftegaz exhibition is organized by Expocenter JSC with the support of the Ministry of Energy of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, under the auspices of the Chamber of Commerce and Industry of the Russian Federation. As one of the world's top ten oil and gas fairs, the exhibition opens up the opportunity for manufacturers and suppliers from different countries to demonstrate their state-of-the-art oil and gas and oil refining equipment and technologies to specialists, to establish and extend business contacts, and to discuss a wide range of issues facing the industry. Since 2016, the exhibition has been held annually together with the Oil and Gas Forum.

EAEU consumer price index amounted to 107.5% in March 2024 on a yearly basis
In March 2024, the consumer price index for goods and services in the Eurasian Economic Union amounted to 100.4% compared to February 2024 and to 102% compared to December 2023. As compared to March 2023, the largest increase in prices across the EAEU was registered for paid services (by 8.7%). During this period, prices for food products increased by 7.5%, and prices for non-food products grew by 6.7%. The increase in prices for food products higher than in the EAEU was registered in Russia (by 8.1%). The largest increase in prices for non-food products was recorded in Kyrgyzstan (by 9.6%) and Kazakhstan (by 8.2%), for paid services – in Kazakhstan (by 13.2%) and Kyrgyzstan (by 9.2%). Eldar Alisherov chaired a meeting of working group on interaction with World Customs Organization
On April 17, a meeting of the high-level working group on interaction with the World Customs Organization (WCO) was held under the chairmanship of Eldar Alisherov, Minister in charge of Customs Cooperation of the Eurasian Economic Commission. The meeting discussed the enactment of paragraph 11.7.5 of the action plan to implement the Strategic Directions for Developing the Eurasian Economic Integration until 2025. It was about the prospects for further cooperation with the WCO in terms of implementing joint actions with the Eurasian Economic Union states for the Union to obtain the status of a WCO member, as well as exploring the possibility of the EAEU acceding to the fundamental documents of the WCO. “The EEC Customs Cooperation Unit is actively interacting with the WCO and will continue cooperation in such areas as improving customs legislation based on international standards, developing effective and modern customs administration standards, and introducing best practices in customs administration,” noted Eldar Alisherov. According to the Minister, such work is relevant as part of modernizing the Union law in the field of customs regulation, taking into account the provisions of the Strategic Directions for Developing the Eurasian Economic Integration until 2025, as well as the Main directions of the Eurasian Economic Union’s international activities in terms of organizing customs cooperation. Paragraph 11.7.5. of the Strategic Directions for Developing the Eurasian Economic Integration until 2025, approved by Decision No. 12 of the Supreme Eurasian Economic Council dated December 11, 2020, contemplates such measures as the Union's obtaining the WCO Member status and exploring the Union’s possibility to join the WCO fundamental documents.

Arzybek Kozhoshev took part in a round table on sustainable transport development
Arzybek Kozhoshev, Minister in charge of Energy and Infrastructure of the Eurasian Economic Commission, spoke about the main directions of transport policy of the Eurasian Economic Union at the round table Transport Diplomacy and Sustainable Development in Ensuring Global Mobility on April 17 at the Moscow State Institute of International Relations (MGIMO). “Medium- and long-term prospects for integration are laid down in the Eurasian Economic Path Declaration on further development of economic processes within the EAEU until 2030 and for the period until 2045. One of the key areas of the document is the establishment of a common transport and logistics space,” said Arzybek Kozhoshev. “Achieving economic progress, solving common problems of ensuring sustainable development and increasing the competitiveness of national economies is seen, among other things, through the implementation of transport policy, the coordinated development of transport corridors in Eurasia and the creation of an updated transport and infrastructure framework for Greater Eurasia.” The EEC Minister noted the importance of the round table, emphasizing that such events give new impetus to the Commission's joint work with the countries of the Eurasian Economic Union on sustainable development of the transport industry. The round table is timed to coincide with the Sustainability Week held from April 15 to 19 under the auspices of the UN General Assembly. The event was attended by representatives of the transport and logistics sector, the business community and academic circles of the EAEU.

Gohar Barseghyan and Kazakhstan Government representatives discussed development of EAEU industrial and agricultural sectors
On April 17, as part of a working visit to Kazakhstan by Gohar Barseghyan, Minister in charge of Industry and Agriculture of the Eurasian Economic Commission, meetings were held with Serik Jumangarin, Member of the EEC Council, Deputy Prime Minister of the Republic of Kazakhstan; Aidarbek Saparov, Minister of Agriculture of the Republic of Kazakhstan; Janel Kushukova, Vice Minister of Trade and Integration of the Republic Kazakhstan; and Jannat Dubirova, Vice Minister of Industry and Construction of the Republic of Kazakhstan. The meeting between Gohar Barseghyan and Serik Jumangarin discussed key issues of industry and agriculture, as well as a number of other relevant topics of Eurasian economic integration. The parties agreed to develop cooperation in the above areas. The meeting of the EEC Minister with Aidarbek Saparov touched upon the implementation of the agreed agricultural policy and the development of the Kazakhstan agricultural sector within the Eurasian Economic Union, digital development of the agricultural sector, as well as circulation of crop seeds (in terms of GEM seeds). Gohar Barseghyan and Janel Kushukova considered relevant matters on the agenda of the upcoming sessions of the Union’s bodies. The EEC Minister informed Janel Kushukova about the progress in implementing the financial support mechanism for joint cooperation projects in the industry of the Member States. At the meeting with Jannat Dubirova, the development of the Main Directions of Industrial Cooperation within the EAEU until 2030 was discussed.

EEC Board decided to liberalize import and export of certain categories of precious metals
The Eurasian Economic Commission's Board has changed the regulation of the import/export of precious metals and commodities containing precious metals. "The changes are aimed at liberalizing the import and export of certain categories of precious metals, simplifying the state control, optimizing the list of documents to be submitted by a participant of foreign trade activities to public authorities, as well as applying unified measures of non-tariff regulation to identical goods", noted Vahagn Ghazaryan, Director of the EEC Tariff and Non-Tariff Customs Regulation Department. According to him, in particular, this entails the exclusion from regulation of goods with a share of precious metals not exceeding 2% of the weight. Besides, given the possibility of receiving documents in electronic form, it is allowed to submit copies of documents (export license, specification for goods) instead of originals for state control. Furthermore, the requirements to have a document on the conditions of processing goods outside the EAEU customs territory are excluded if the purpose of applying the customs procedure for processing goods outside the customs territory is the repair of goods; a number of other amendments are introduced as well. The Decision shall come into effect after 30 calendar days have elapsed from the date of its official publication.

List of products subject to mandatory conformity assessment to EAEU technical regulation on oil and fat products updated
The meeting of the Eurasian Economic Commission's Board approved an updated List of products subject to mandatory conformity assessment to the requirements of the Customs Union's Technical Regulation "Technical regulation on fat and oil products" (TR CU 024/2011), in respect of which compliance with technical regulation measures should be confirmed when they are placed under customs procedures, with due regard to the provisions of the Procedure for importing products into the customs territory of the Eurasian Economic Union. The updated list of products includes 86 codes of the Commodity Nomenclature of the EAEU Foreign Economic Activities detailed to the tenth digit for 19 groups of edible fat and oil products and two groups of inedible fat and oil products, the conformity assessment document for which is a declaration of conformity. The list is intended for participants of foreign economic activities and is used for customs administration. Besides, the list of products according to amendments No. 2 to TR CU 024/2011 adopted in December 2023 is supplemented with such type of fat and oil products as "non-tempered cocoa butter substitutes of mixed type" with the CN FEA of the EAEU code 1517 90 990 0. The Decision of the Commission's Board shall come into effect after 30 calendar days have elapsed from the date of its official publication.

Askar Japparkulov told NES students about implementing EAEU agreed macroeconomic policy
The principles of the Eurasian Economic Union functioning, implementation of the agreed macroeconomic policy, as well as the main directions of the integration association's economic development were the main topics of the meeting between Askar Japparkulov, Director of the Eurasian Economic Commission's Macroeconomic Policy Department, and students of the New Economic School (NES), held on April 15. Speaking about the practical implementation of the Treaty on the EAEU, Askar Japparkulov noted that "the Commission has accumulated considerable experience in developing and implementing measures aimed at ensuring macroeconomic stability of the Union's States and compliance with the quantitative values of indicators that determine the sustainable economic development". He added that the recommendations and joint measures developed by the authorized bodies and the Commission contributed to ensuring fiscal and debt sustainability, reducing inflationary processes, and had a positive impact on the Union's economic stability. "The Commission is looking forward to young and promising specialists in the field of macroeconomics. Work in the international organization will enable not only to apply your theoretical knowledge in macroeconomics, but also to gain unique experience of communication in a multinational and multicultural environment, to apply in practice the economic diplomacy tools to address key issues of the EAEU development," Askar Japparkulov stressed, speaking about career opportunities in the Commission for students and graduates of the New Economic School.
