EAEU approved plans to expand Single Market for Construction Services

At its meeting on December 21 in Saint Petersburg, the Supreme Eurasian Economic Council approved four liberalization plans covering 14 service sectors in the field of construction project management. These roadmaps define the phased transition of general contracting and general design work to the principles of a single services market (SSM).

Following the implementation of the roadmaps, the SSM rules will apply to the construction of industrial, commercial, agricultural, and residential facilities, as well as to the construction and erection of highways, railways, infrastructure, energy, and production facilities. Thus, construction companies from the Eurasian Economic Union countries will be able to operate throughout the EAEU without the need to establish additional legal entities, with the recognition of permits and qualification documents obtained in the country of registration.

To date, more than 140 sectors have already been transferred to the SSM mode, including certain design, engineering, trade, agricultural and tourism services. At the same time, work is underway to expand the list of single services within 117 priority areas, including consulting, rental and repair services, veterinary medicine, and others.

“The decision taken is an important step towards deepening integration in construction as one of the key sectors for our economies. This is not only about future simplification of business environment, but also about creating the preconditions for business activity growth," noted Bakhyt Sultanov, the EEC Minister in charge of Economy and Financial Policy. "Convergence of approaches to regulating the construction sector will reduce expenses and, as a result, optimize the cost of project implementation. The construction industry is receiving a new impetus for development throughout the Eurasian space."
