Autonomous Non-Profit Organization "Competence Center for Industrial Development" (the Russian Federation) was the official initiator of establishing the ETP for aircraft engineering. Aircraft Repair Plant No. 558 (the Republic of Belarus) and Kazakhstan Aviation Industry Limited Liability Partnership (the Republic of Kazakhstan) became the co-founders of the ETP for aircraft engineering.
"This is a hallmark event, which, in fact, gives rise to creating the Eurasian official conference space, competent to develop consolidated sector-specific initiatives and proposals to solve almost any challenging issue of aircraft engineering, both from the perspective of cooperation in the manufacturing industry, and innovation, science and education, financing mechanisms and promoting end-products, as well as law-making initiatives”, stressed Artak Kamalyan, EEC Minister in charge of Industry and Agriculture. "At the same time, it is already a proven and sufficiently well-functioning mechanism for coordinating innovation activities in the Union space, and the driver of the EAEU cooperation".
According to Artak Kamalyan, the objective of the new technology platform is to ensure efficient interaction between all stakeholders (the business community, science, governing bodies, and public organizations) on the basis of combining the Union States’ potentials to enhance a mutually beneficial innovation complex of the high-tech national aviation industry, to create proprietory technologies, and develop innovative and competitive products.

The foundational agreement on creating the ETP was signed on July 4, 2022 on the sidelines of the 4th meeting of the Council for Industrial Policy in the presence of the Member States' Ministers of Industry and A. Russkikh, Governor of the Ulyanovsk Region.
Creating the ETP “Civil Aircraft Engineering” is envisaged by the roadmap for extending industrial cooperation in the EAEU countries’ civil aircraft engineering for 2022-2023.
The Eurasian technology platforms serve as sector-specific advisory bodies consolidating the efforts of scientific organizations (research institutes and universities), industrial enterprises, and associations coordinated by the Eurasian Economic Commission and involvement of relevant public authorities, development institutions and other stakeholders. Along with that, the ETPs have broad powers to address any initiatives as part of accomplishing sector-specific objectives – ranging from science, training of specialists, scientific developments and innovations, to current pressing issues of the industry through the lens of the Eurasian integration component.
