Experts from the Eurasian Economic Union countries and the Eurasian Economic Commission discussed new simplifications for Authorized Economic Operators (AEOs) at a meeting of the specialized Working Group chaired by Kuat Rakhimov, Director of the EEC Department of Customs Legislation and Law Enforcement Practice.
The Belarusian business community has proposed to expand the possibilities for releasing goods before filing a declaration for goods (DG). The initiative involves applying this simplification to duty-free trade and temporary import customs procedures, as well as extending the deadline for submitting a declaration for goods. According to entrepreneurs, these measures will reduce their costs.
The meeting attendees were also presented with the final draft amendments to Decision No. 114 of the Commission’s Council dated July 15, 2022, and Decision No. 86 dated October 18, 2024. These will be submitted to the Commission’s Board for consideration in the near future. The drafts envisage expanding the list of operations that can be performed with goods at the AEO facilities without the customs authorization. This entails goods temporarily stored and goods placed under the customs warehouse procedure. The amendments are expected to help streamline the logistics process and reduce business costs.
Furthermore, the experts were informed about the high degree of preparation for the standard requirements to the AEO goods accounting system. The document is aimed at harmonizing national requirements and ensuring the traceability of goods imported by operators. It will also create opportunities to automate and improve post-release control, reduce the administrative burden, as well as use accounting data when performing customs operations.
Authorized Economic Operator concept is an internationally recognized standard of the partner program.
AEO is a special category of juridical persons that meet established requirements and use simplifications in performing customs operations and customs control.
The Working Group for developing the AEO concept in the EAEU countries was established in 2014. It develops proposals for improving and developing the concept within the Union.
