EEC discussed practical aspects of applying AEO simplifications and international trends in this field

The Eurasian Economic Commission continued to discuss the emerging law enforcement practice of employing such simplification as recognition of seals applied by an authorized economic operator (AEO) as means of identification by customs authorities of the Eurasian Economic Union countries.

At the meeting of the field-specific working group presided by Vadim Kozaev, Head of the Risk Analysis and Post-Control Section of the EEC Department of Customs Legislation and Law Enforcement Practice, it was noted that the law enforcement practice in this field began to take shape. Once certain issues are comprehensively elaborated, that will allow practical application of this simplification provided for in the EAEU Customs Code.

Members of the working group and other meeting attendees discussed the possibility of developing unified approaches to applying the said simplification when transporting less-than-container loads.

Also, the Commission representatives informed representatives of the Union's authorized authorities on some international initiatives affecting further development of the AEO institution in its international aspect and expansion of the program scope that it was reasonable to take into consideration.

The working group for the development of the AEO institution in the EAEU Member States was formed in 2014. It develops proposals for the improvement and development of the institution of an Authorized Economic Operator in the Union.

The Authorized Economic Operator concept is an internationally recognized standard of the partner program and AEOs are specially designated persons granted with simplifications during customs operations and customs control as persons meeting specified requirements. In accordance with the Union's Customs Code, AEOs having a first-type certificate can enjoy such simplification as recognition of seals applied by the operator on cargo spaces (compartments) of vehicles or parts thereof as means of identification by customs authorities.

In 2020, the Commission took a decision setting requirements to seals applied by an AEO on cargo spaces (compartments) of vehicles and recognized by customs authorities as means of identification.
