A working meeting between Sergey Shklyaev, the EEC Minister in charge of Customs Cooperation, and Akmalkhuja Mavlonov, Chairman of the Customs Committee under the Ministry of Economy and Finance of the Republic of Uzbekistan, was held at the EEC's headquarters.
The two sides discussed practical ways to implement the most relevant projects in the field of customs cooperation between the Commission and the customs authorities of the Republic of Uzbekistan.
One of these projects involves organizing mutual exchange of information between the countries' customs services on goods and motor vehicles moving across the customs borders of the EAEU and the Republic of Uzbekistan.
Sergey Shklyaev reminded that these efforts were launched by the Supreme Eurasian Economic Council’s decision in December 2025. The draft of the relevant international treaty is in a high degree of preparation, and negotiations are expected to begin in September–October 2026.
“Implementing the Agreement will help accelerate and simplify customs procedures and improve the efficiency of customs control. We expect that the exchange of information will reduce discrepancies in foreign trade statistics, facilitate the detection and prevention of violations, and strengthen mutual trust between customs authorities,” Sergey Shklyaev mentioned.
The two sides discussed further steps to develop the transit potential of the EAEU and the Republic of Uzbekistan, including with regard to enacting the Agreement on the Unified System of Customs Transit between the Eurasian Economic Union and a third party (third parties).
During the meeting, the EEC Minister spoke in detail about the results of using navigation seals to monitor freight traffic. Since February 2026, the seals have been used more than 70,000 times, and on July 31 the application of navigation seals will be expanded to include all road transportation and additional categories of goods for rail transport. Furthermore, the list of exceptions whereby the use of navigation seals is not required has been updated.
“We are ready to organize a closer look at the experience of the Union member countries in using navigation seals. This is particularly relevant given that the navigation seals are one of the elements of the EAEU Unified System of Customs Transit,” the EEC Minister emphasized.
In concluding the meeting, Sergey Shklyaev noted the high level of digital development within the customs authorities of the Republic of Uzbekistan and thanked A.Yu. Mavlonov for the opportunity to learn about the advanced technologies of customs administration in the Republic of Uzbekistan.
The Republic of Uzbekistan has the Observer State status at the EAEU, demonstrates high interest in key integration projects, and is a significant trading partner of the Union member countries. At year-end 2025, the trade turnover between Uzbekistan and the EAEU countries grew by 25%, exceeding 20 bln dollars. The EAEU’s share in Uzbekistan’s total trade turnover reached almost 25%, and its share in exports amounted to about 30%.
