EEC discussed initiatives of the Union countries on customs operations in relation to express cargo and international mail

At a meeting of the specialized working group chaired by Sergey Vladimirov, Director of the Department of Customs Legislation and Law Enforcement Practice of the Eurasian Economic Commission, representatives of government agencies and the business community of the countries of the Eurasian Economic Union discussed the initiatives of the EAEU states that will improve the declaration of this category of goods.

 

 The experts generally approved the draft decision of the Commission prepared by the Russian Federation, which concerns specifying information about the location of goods.

"The proposal is aimed at automating customs processes and the possibility of using the technology of remote release of goods in relation to express cargo," Sergey Vladimirov noted.

 


The meeting has also agreed the changes to the rules for filling out the declaration for express cargo and applications for the release of goods before submitting a declaration applied in the course of the pilot project, initiated earlier by the Republic of Belarus.

"The changes are caused by the need to adapt the experiment to real conditions, which requires amendments to the regulations. The new standards will allow for the automated removal from control of electronic commerce goods previously placed under the customs procedure of a customs warehouse," Sergey Vladimirov added.

In accordance with Disposition No. 7 of the Commission's Council dated April 5, 2021 "On Certain Issues of Conducting Pilot Projects (Experiments) in the Field of Foreign E-Commerce in the Member States of the Eurasian Economic Union", an appropriate pilot project (experiment) is being conducted in the Union countries from July 1, 2021 to December 31, 2022 (with possible extension).

Decisions of the Commission's Board dated August 3, 2021 No. 94 "On the specifics of filling out a declaration for goods for express cargo when placed under the customs procedure of release for domestic consumption of e-commerce goods previously placed under the customs procedure of a customs warehouse, as part of a pilot project (experiment) in the Member States of the Eurasian Economic Union in the field of foreign e-trade in goods" and

No. 95 "On the specifics of filling out an application for the release of goods before submitting a declaration for goods in respect of goods declared within the framework of a pilot project (experiment) in the field of external e-trade in goods in the Member States of the Eurasian Economic Union" define the rules for filling in customs documents within the framework of a pilot project (experiment) in the field of external electronic trade.

Decision No. 158 of the Commission's Board dated October 16, 2018 "On the customs declaration of goods for personal use delivered by the carrier as express cargo using a passenger customs declaration" approved the form and procedure for filling out a passenger customs declaration for express cargo and defined the conditions for its application.
