Following the business program of the 4th Eurasian Economic Forum in Minsk, Valentin Tataritsky, Minister in charge of Technical Regulation of the Eurasian Economic Commission, took part in a meeting of the Presidium of the Business Council of the Eurasian Economic Union.
Making a presentation on improving the establishment of mandatory requirements in the Union's technical regulations, the EEC Minister emphasized, "We continue to deepen integration, gradually expanding the Union law and incorporating more competencies in the field of standardization, ensuring uniformity of measurements, accreditation, supervisory practices. This is meticulous work, in which we face various challenges, adamant and opposing positions and legal subtleties on a daily basis."
Valentin Tataritsky highlighted the innovations in the Eurasian regulations aimed at improving the mechanism for developing and updating technical safety requirements for products.
Expansion of possibilities for the business community to participate in this work and significant simplification of interaction between all stakeholders in the development of EAEU technical regulations and lists of standards to them will be ensured, among other things, thanks to the launch of a digital platform in the field of technical regulation. The implementation of the project "Digital Technical Regulation" within the Union is at its most active stage.
Special emphasis was placed on the existing problem areas and the most conflicting tracks in the development of draft EAEU technical regulations and their adjustment.
In addition, Valentin Tataritsky drew attention to certain measures to protect the market from the circulation of unsafe products and the differences in the practices of control and supervision over implementing the EAEU technical regulations in the Union countries.
"Today supervision really reveals a lot of problems with the admission and circulation of regulated products, including in terms of the integrity of conformity assessment bodies, the circulation of gray documents on conformity assessment and so on," said Valentin Tataritsky. "The Union is finalizing the work on two procedures, which, we hope, will systematize the approaches of the countries, including in dealing with gray documents. I am referring to the Procedure for consideration of appeals from one country of the Union on the validity of measures of state supervision of another country and the Procedure for interaction of state supervision authorities among themselves, as well as with accreditation authorities."
