Valentin Tataritsky, Minister in charge of Technical Regulation of the Eurasian Economic Commission, took part in the main plenary session Standardization in Achieving National Development Goals on October 10-11 in St. Petersburg in the framework of the 5th Russian Standardization Week international technology forum.
The Forum participants discussed fundamental issues of international, regional and national standardization development. In particular, the agenda included the digital transformation of the standardization system, digital technical regulation, implementation of green standards in construction and in implementing the climate agenda, key issues in the development of the children's goods industry, food safety, and standardization in the construction sector.
Valentin Tataritsky emphasized, "Standards are our evidence base for unified and binding technical regulations of the Eurasian Economic Union. At the same time, in order to create a barrier-free environment, it is a priority to include in the lists of standards GOSTs developed on the basis of relevant international standards."
The Minister drew attention to the fact that over a decade of the Union's existence, a lot of work has been done in the field of technical regulation to establish uniform mandatory requirements to products and to support them with standards. Today, a coordinated policy in the field of standardization is carried out by the Commission, which makes it possible to address quite urgent tasks.
According to Valentin Tataritsky, the efficiency of developing and updating standards (mainly interstate ones) should be constantly enhanced. For this purpose, the Union has improved the procedures for establishing lists of standards to technical regulations. In 2023, the Procedure for Coordinating Standardization Work within the Union was adopted, which helps establish effective interaction between national standardization bodies. A procedure for periodic assessment of the relevance of product requirements has been introduced in the Union's law. This year, the Procedure for conducting mandatory periodic assessment of the scientific and technical level of technical regulations and lists of standards to them came into force. Until 2030 it is planned to assess STLs of 29 technical regulations and standards supporting them.
Valentin Tataritsky outlined the relevance of the Digital Technical Regulation within the EAEU project: "Digital technical regulation is the most ambitious project in the digital Eurasian space. The digital platform that is being created will allow us, firstly, to move away from the paper environment — technical regulations will be developed immediately on the digital platform; secondly, the digital platform is an absolute advantage for business and industry, as it will greatly simplify interaction in the development of technical regulations; thirdly, all mandatory union requirements to products will be in digital form, which is very convenient for searching, identifying and integrating such requirements into the design process and production."
The EEC Minister stressed that further development of the project would facilitate a step-by-step movement towards digitization of the conformity assessment process, automation of supervisory activities and, in general, would allow to connect additional union services to that digital platform.
Talgat Momyshev, Director of the Technical Regulation and Accreditation Department, and Maxim Kim, Deputy Director of the Department, took part in the following Forum sessions: Digital Technical Regulation as the Basis of Eurasian Integration, Digital Transformation of the National Standardization System: Main Solutions and Development Directions, Standardization and Restoration of State Control and Supervision over Construction Materials and The Role of Standardization in Achieving Technological Leadership on the Example of Electrical Engineering and Electronics.
The Forum was organized by the Federal Agency for Technical Regulation and Metrology (Rosstandart) shortly before World Standards Day.
The Forum was attended by heads and representatives of public authorities of the EAEU countries, international and foreign standardization organizations, major research and educational centers, as well as industrial enterprises.
