Amendments to Procedure for importing into EAEU customs territory of products subject to mandatory conformity assessment were made

The Council of the Eurasian Economic Commission adopted amendments to the Procedure for the import of products subject to mandatory conformity assessment into the customs territory of the Eurasian Economic Union. The document defined the procedure for confirming compliance with technical regulations for imported goods that are delivered through bonded warehouses of e-commerce operators (e-commerce goods intended for sale to individuals).

At the same time, a number of features have been established for the import of wheeled vehicles (chassis) into the EAEU as e-commerce goods through bonded warehouses. Such goods may be imported and placed into circulation without any restrictions only in Armenia, Belarus and Kyrgyzstan.

In Kazakhstan and Russia, these vehicles may only be used for freight and passenger transportation, as well as by individuals (for private trips, etc.) of other Union countries where this transport is registered.

The application of these amendments to the Import Procedure for E-Commerce Goods will begin on the date of entry into force of the Protocol on Amendments to the Treaty on the Customs Code of the EAEU dated April 11, 2017 signed on December 25, 2023 (tentatively until July 1, 2026).

Moreover, from March 13, 2026, a regulation will come into force prohibiting the release into circulation on the territory of Kazakhstan of wheeled vehicles (chassis), during customs declaration of which copies of vehicle type approvals (chassis type approvals) were provided to customs authorities in accordance with subparagraph “c” of paragraph 10 of the Import Procedure.

This restriction will also not cover cases of using such vehicles in Kazakhstan for freight and passenger transportation, as well as by individuals (for private trips, etc.) of other Union states where this vehicle is registered.
